Addressing COVID-19
How to Continue High Assurance Identity Proofing and Issuance

"Covid-19 has shown the importance of issuing high-assurance identity credentials remotely. NextgenID's remote proofing services reduce the need for physical contact with enrollees during the issuance process. People are returning to work, and the policies put in place during the Covid era are not going away. To address current and future health and safety needs, remote identity proofing solutions are here to stay."

The New Normal
Health Risks of Operators & Enrollees

COVID-19 has caused users and providers to be concerned about their health and personal safety. This raises new concerns about enterprise IT security in the workplace. The "normal" routine for identity credential enrollment would not have been deemed particularly dangerous before this pandemic swept the globe. Enrollees, agents, and other employees have worked in close quarters for years when performing workflow processes that result in the issuance of credentials that grant physical and logical access to the user community. On the other hand, federal agencies are using the latest technologies and Supervised Remote Identity Proofing (SRIP) to adjust critical business practices, such as enrollment for these high-assurance badges or credentials, to meet the increased demand for personal safety precautions.

Identity Proofing of government and commercial employees and contractors is necessary, but the current system puts agents and enrollees at risk of illness due to close personal contact. In addition, the security measures that make these credentials effective must not be compromised or forgotten as organizations change their operations and workflows to avoid new health risks.

If government entities, agencies, and enterprise organizations are considering making changes to the enrollment process due to COVID-19, keep in mind that reducing identity proofing can be problematic. It's important to remember that the number of compromised identity data records in 2018 was 3.3 billion and 7.9 billion in 2019. Reduced identity proofing requirements and the amount of identity data available from theft can result in a significant risk of fraudulent enrollments. The trust fabric established through HSPD-12 high assurance credentialing can be destroyed by this alone.

Mitigating Health Risks
Supervised Remote Identity Proofing (SRIP)

SRIP enables and ensures business continuity in the "new normal" for organizations that issue CIV, PIV-I, PIV, CAC, TWIC, and FRAC secure credentials. When using SRIP, the entire in-person proofing process can be managed and completed as if the operator was present. Agents can see, talk to, and guide users as needed, maximizing safety and efficiency.

Government agencies can maintain the enrollment processes required for credential issuance and renewal while adhering to social distancing and other safety precautions. SRIP, which is well suited for the needed social distancing in the COVID-19 era, better protects enrollees and agents. OMB Memorandum 20-19, issued by the Office of Management and Budget (OMB), directs agencies to use technology to deal with credentialing and other issues in the current environment.

The Memorandum from the Office of Management and Budget instructs agencies to "use the breadth of available technology capabilities to fill service gaps and deliver mission outcomes." The SRIP technology from NextgenID, combined with its Identity Portals, enables agencies to comply with these instructions by allowing them to continue their normal operations without the need for security-compromising deviations or waivers.
SRIP allows agencies to avoid the high financial and administrative costs of implementing the temporary expedient of issuing lower-level assurance credentials. NextgenID's SRIP is the only solution that enables agencies to meet COVID-19 social distancing recommendations while maintaining their HSPD-12 mandated high identity levels of assurance for physical and logical access security.

SRIP uses NextgenID's Identity Portals, an all-in-one system designed to securely perform all enrollment processes and workflow requirements, to provide remote supervision of identity proofing. The portal allows for the complete and accurate capture of all required personal identity documentation at IAL levels 1, 2, and 3 and full biometric capture support for face, fingerprint, and iris. As a result, enrollment is completed quickly and accurately, with unmatched accuracy, and captured by biometrics, documents, and input data. In addition, the portal, enrollment software platform, and interface have built-in security.

Key Value

NextgenID's identity and access management solution includes a one-of-a-kind SRIP capability integrated across the entire collection. NextgenID's identity and access management solution includes a one-of-a-kind Supervised Remote, In-person Proofing (SRIP) capability that is integrated across the entire product line. SRIP enables the human worker assigned to collect biographic and biometric data at entry/exit points to be relocated. Instead of providing these services locally, they can be provided remotely from a centralized call center on a one-to-many basis. These capabilities are especially important in light of the current COVID-19 environment and the challenges it poses for face-to-face interactions in support of medium and high assurance proofing.

Remote Identity Proofing

Agents manage the portal and guide the enrollee through the process remotely. Whether across the room, in the next office, or anywhere else in the world, agents maintain a safe distance.

Health Safety

Between uses, sanitizing wipes can be used to clean the keyboard, mouse, and fingerprint scanner, reducing cross-contamination. In addition, temperature scanning devices can record and track health information and link it to an individual's identity for monitoring and contact tracing.

Contactless Enrollment

Engaging with the portal requires little interaction from the enrollee. The remote operator can guide and control the portal remotely. Contactless capture equipment can be used to collect biometrics, or devices can be sanitized between sessions if contact is required.

High Assurance
Identity Enrollment & Proofing

How does the SRIP enrollment work? The enrollee uses an unmanned identity portal to interact with a remote in-person proofing operator via a secure two-way audio and video connection to capture the required identity information and biometrics. The enrollee has minimal contact with the portal. Whether across the room, at their home office, or in a facility in the next state, an agent remotely guides the enrollee through the steps from a safe distance. SRIP offers the ideal combination of convenience and ease of use.

Supervised Remote-Identity Proofing in Three Easy Steps

01  Enrollees interact with an unmanned or manned, all-in-one identity portal to capture required identity information and biometrics

02  Engagement with the portal requires minimal contact; sanitized wipes are provided to clean keyboard, screen and fingerprint scanner equipment between uses
03  Operators remotely guide enrollees though the process and operate the portal
