COVID-19 has caused users and providers to be concerned about their health and personal safety. This raises new concerns about enterprise IT security in the workplace. The "normal" routine for identity credential enrollment would not have been deemed particularly dangerous before this pandemic swept the globe. Enrollees, agents, and other employees have worked in close quarters for years when performing workflow processes that result in the issuance of credentials that grant physical and logical access to the user community. On the other hand, federal agencies are using the latest technologies and Supervised Remote Identity Proofing (SRIP) to adjust critical business practices, such as enrollment for these high-assurance badges or credentials, to meet the increased demand for personal safety precautions.

Identity Proofing of government and commercial employees and contractors is necessary, but the current system puts agents and enrollees at risk of illness due to close personal contact. In addition, the security measures that make these credentials effective must not be compromised or forgotten as organizations change their operations and workflows to avoid new health risks.

If government entities, agencies, and enterprise organizations are considering making changes to the enrollment process due to COVID-19, keep in mind that reducing identity proofing can be problematic. It's important to remember that the number of compromised identity data records in 2018 was 3.3 billion and 7.9 billion in 2019. Reduced identity proofing requirements and the amount of identity data available from theft can result in a significant risk of fraudulent enrollments. The trust fabric established through HSPD-12 high assurance credentialing can be destroyed by this alone.

Supervised Remote Identity Proofing (SRIP)

SRIP enables and ensures business continuity in the "new normal" for organizations that issue CIV, PIV-I, PIV, CAC, TWIC, and FRAC secure credentials. When using SRIP, the entire in-person proofing process can be managed and completed as if the operator was present. Agents can see, talk to, and guide users as needed, maximizing safety and efficiency.

Government agencies can maintain the enrollment processes required for credential issuance and renewal while adhering to social distancing and other safety precautions. SRIP, which is well suited for the needed social distancing in the COVID-19 era, better protects enrollees and agents. OMB Memorandum 20-19, issued by the Office of Management and Budget (OMB), directs agencies to use technology to deal with credentialing and other issues in the current environment.

The Memorandum from the Office of Management and Budget instructs agencies to "use the breadth of available technology capabilities to fill service gaps and deliver mission outcomes." The SRIP technology from NextgenID, combined with its Identity Stations, enables agencies to comply with these instructions by allowing them to continue their normal operations without the need for security-compromising deviations or waivers.

SRIP allows agencies to avoid the high financial and administrative costs of implementing the temporary expedient of issuing lower-level assurance credentials.
