Job Brief
- The ICAM Director will be trusted to manage personnel, operations, and finance
for the life cycle of ICAM technology projects related to Identity,
authentication, and authorization credential management
- Communicate with all levels of management, personnel, subcontractors, and client
agency representatives
- ICAM Director will be responsible for the implementation of policies and goals
of the client, and actively applying quality assurance measures to the
management and performance of the contract
Job Roles & Responsibilities
- Requires Identity Management and Authentication/Authorization integration
experience
- Engages in ICAM meetings supporting various FISMA systems, provides
security-related input, makes recommendations to ICAM federal staff, and is able
to
quickly understand new ICAM technologies and integration
- Expert level understanding related to HSPD-12, Biometrics, PIV integration, and
Credential Management Systems (CMS)
- Must have worked with experienced staff dealing with deploying and configuring
Azure/AWS
- Acting as prime POC for all customer interface and communication on the program
and responsible for overall customer satisfaction
- Functional knowledge of SAML, OpenID Connect (OIDC), OAuth 2.0, SOAP and Rest
API
integrations, Government Enterprise Architecture Frameworks
- Supervises assigned technical and administrative staff, including subordinate
managers, and performs personnel actions including hiring and performance
evaluation
- Directs program activities to meet client and organization work objectives and
serves as a liaison with clients to coordinate activities, negotiate tasks, and
solve problems
- Assures quality of program products, services, and deliverables, including
participating in reviews, audits, and site visits
- Performs program financial management services, including financial analysis,
budget and cost quote preparation, cost management, reconciliation, and profit
enhancement
- Coordinates and monitors sub-contractor activities and administers subcontractor
deliverables and finances
- Develops, reviews, and approves plans, schedules, consulting agreements, and
other
program documents
Qualifications & Requirements
- Bachelor’s degree plus 7 years of demonstrated experience in a federal
FISMA-based
environment managing projects and related tasks
- M.S. in Computer Science, Information Systems, Engineering, or other related
disciplines preferred
- Must have at least one (3) years of experience supporting ICAM environments and
architecture for the Federal Government, including FICAM
- Project Management Professional (PMP), Certified Associate in Project Management
(CAPM), or related project management certification strongly desired
- U.S. Citizenship required
